Monitoring at the highest level

The Chief Minister Monitoring Programme is a comprehensive Performance Management System for realising targeted goals in a time bound manner using Information and Communications Technologies (ICTs) in governance. All departments of the Government of Madhya Pradesh have to specify the physical and financial targets for each of the scheme/works for all the districts. District Offices of each Department will have to enter the achievement data. This is regularly monitored at the level of Chief Minister, Chief Secretary, Departmental Secretaries and others.

The main objectives of the project were to enable administrative convenience, to usher in transparency and accountability and to allow for effective implementation of schemes/programmes in a designated timeframe to prevent cost and time overruns.

Process
A web-based application software was designed, developed and implemented using VbScript/Html.

The application is hosted at NIC web server which is accessed by all field level offices of the various departments by having a window based client, internet connectivity and internet explorer at their end. Restricted access is given through assignment of different user and passwords for all the field level offices of various departments.

These departments are asked to fix the monthly targets. Once the targets have been defined and entered into the system, they cannot be changed.

The departments have to perform effectively as they have to achieve whatever they have defined in terms of target for that month. They are allowed to enter only the achievements against these monthly targets.

The system provided fulfills the purpose of monitoring and taking midcourse corrections, if any and complete various projects in time. It also facilitates effective implementation of various welfare schemes meant for the public. The geographical spread of the system is the entire state covering the administration and implementing offices located across the state.

Impact
Some of the inherent benefits of the project include among others, creation of an information system, better monitoring and planning, timely completion of projects and an effective implementation of schemes/programmes. It has also helped in improving the performance of various departments, undertaking performance-based budgeting and monitoring and has a strong feedback mechanism to allow for a review of policies and objectives.

The project has great replicability potential as ICT is integrated with existing administrative structure of the government. The software can be customised for any other state government of the country. Design of this system allows the development of module for each department separately and then its integration.

This has made possible management of any module independent of the other. One can add or drop a particular module at any time without affecting the overall functionality of the system. It takes care of the usage as well as the requirement of enhancement/maintenance over the course of time.
